Mai mult ca sigur ca trebuie autorizata. Cred ca se ocupa initiatorul actiunii si ca o sa mai auzim despre asta pt ca probabi sunt interesati si altii ca noi .

dar vine alta parte interesanta de abordat. ok vrem masini cu norme cat mai bune de antipoluare.
- dar combustibilii care fac varza motorele euro4 nu trebuie si ei revizuiti? pt ca stiu mercedes eclass nou care doa 6 luni nu trecea la rar cu poluarea.
- in plus de ce taxa pentru o masina euro3 de 3 ani e mai MARE ca pt o masina euro3 de 6 ani? pai asta inseamna ca te indeamna sa iei o masina mai veche si poate mai poluanta. degeaba are euro3 tehnic pt ca uzura o face sa nu mai respecte acea norma.
- e posibil ca tehnologia euro3 in masina mai veche sa fie mai putin fiabila ca cea dintr-o masina mai noua, unde e posibil sa se fi rezolvat posibilele defecituni de conceptie?
- normnal era ca taxa sa creasca pe norma de poluare dar si pe vechime. ce e calculul asta alambicat? cineva bun la matematica si-a dat silinta rau da tot sa compuna o formula care sa permita taxele sa aiba valori nejustificat de mari pt masini euro3 de 2-4 ani
- masinile de 2-4 ani majoritatea euro3, ar fi concurentele directe la masinile noi de import (majoritatea euro4)

Atentie, in articol se subliniaza dreptul legitim al statelor membre de a avea taxa pt prima inmatriculare!
Ungurilor li se reproseaza doua lucruri:
1. Ca taxa de inmatriculare nu tine cont de vechimea masinii, in sensul ca ar trebui sa fie proportionala (in sens descrescator) cu vechimea masinii.
Adica, cu cat e masina mai veche, cu atat taxa ar trebui sa fie mai mica.
2. "Malusul" de 25% care se aplica pt masini second-hand importate din exterior - (asta-i clar anti-UE). Cred ca malusul asta a generat articolele din presa in genul "la unguri e doar pt second-hand-uri, la noi e pt toate"
Cum e la noi:
1. Se tine cont de vechimea masinii, dar nu proportional descrescator.
La masinile noi e cea mai mica, la cele de 2-4 ani e maxima, la cele mai vechi de 4 ani scade din nou.

2. Nu avem malus explicit pt masini second-hand, deci punctul 2 nu ne priveste.
Asa ca parerea mea este ca tot ce au de facut onoratii guvernanti este sa mai modifice un pic parametrii formulei de calcul (astfel incat pt un nivel de poluare dat, taxa sa scada proportional cu vechimea - de ex pt vechime maxima sa fie 50% din nivelul propus initial - si tot ar fi exorbitanta) si s-au scos.
Eu zic sa nu sperati ca taxa va disparea pur si simplu...

P.S. Cu ocazia asta mi-au explicat si mie de ce taxa pt prima inmatriculare in Olanda este OK si a nostra nu - chiar daca personal, aia din Olanda mi se pare sinistra (pt masinile noi).

Car taxation: infringement procedure against Hungary
The Commission has decided to send Hungary a formal request for information concerning the taxation rules that Hungary applies on the registration of second-hand cars brought into Hungary from other EU Member States. The rules are applied in a way that may breach the EC Treaty provisions on equal treatment of domestic products and those of other Member States. The request to Hungary is in the form of a "letter of formal notice", the first stage of the infringement procedure laid down in Article 226 of the EC Treaty. If the Commission does not receive satisfactory responses from the Member State, it may proceed with the second stage of the said procedure and ultimately bring the case before the Court of Justice.
"Member States are free to introduce and also to increase the level of registration taxes on motor vehicles" said EU Taxation and Customs Commissioner LĂĄszlĂł KovĂĄcs. "But they must respect the Treaty principle of non-discrimination between domestic and EU products as well as secondary community law".
Under Hungarian law, a car is subject to a registration tax on its first entry into use in Hungary. The tax is applicable to new and to second hand cars alike, with its level depending only on the engine capacity, type of fuel used and emission standards. The Hungarian registration tax does not, in other words, take account of the real wear and tear undergone by the vehicle.
The European Court of Justice (ECJ) has consistently held that a Member State is not prohibited from levying a vehicle tax such as one on the first registration of a vehicle in that Member State but provided that the tax is in conformity with Article 90 of the EC Treaty. This means that a Member State must not impose any internal tax, directly or indirectly, on the products of other Member States of a kind in excess of that imposed directly or indirectly on similar domestic products. The ECJ has declared that Article 90 requires a Member State to take an imported second-hand vehicle's actual depreciation into account in calculating registration tax. Otherwise the tax imposed would exceed the residual tax incorporated in the value of similar second-hand motor vehicles already registered in the national territory (see ECJ cases Nunes Tadeu, C-345/93; Commission v Denmark, C-47/88; and Commission v Hellenic Republic, C-375/95).
Hungary also applies a surcharge of 25% on top of the registration tax in the case of the intra-community acquisition of second-hand cars. The charge applies to all vehicles from other Member States other than those registered in Hungary when new. According to the case law of the ECJ, a criterion for charging higher taxation which by definition will never be fulfilled by similar domestic products cannot be considered to be compatible with the prohibition on discrimination laid down in Article 90 EC. Such a system has the effect of excluding domestic products from heavier taxation.

- 07.05.2021 - Ca urmare a unor update-uri efectuate pe serverul de gazduire in 5 februarie 2021, Forumul clubcitroen.ro a suferit niste probleme de compatibilitate cu noul sistem de operare. Din acest motiv, astazi a fost migrat pe un VPS nou. Forumul functioneaza acum in parametri normali. Nu a fost sesizata nici o pierdere de date.
